The Australian Criminal Intelligence Commission’s (ACIC) National Wastewater Drug Monitoring Program Report 23, based on data collected in April and June 2024, provides insights into cannabis consumption patterns across Australia.
Key Findings on Cannabis Use
Regional vs. Capital City Consumption:
Cannabis consumption was higher in regional areas compared to capital cities. In fact, regional consumption remains approximately double average capital city consumption.
This trend aligns with previous reports indicating that regional populations often have higher levels of cannabis use.
Cannabis consumption in regional South Australia and the Northern Territory has been consistently among the highest in the country.
Hobart has the highest consumption level of the capital cities.
National Consumption Levels:
Cannabis remains the most consumed illicit drug in Australia, with consumption levels surpassing those of other illicit substances.
Trends Over Time:
While specific year-on-year comparisons are not detailed in the report, historical data suggests that cannabis consumption has remained relatively stable, with regional areas consistently reporting higher usage rates.

Workplace implications:
Cannabis use is widespread in Australia, and as such, it is unsurprising that it may impact the workplace. Further, the landscape of cannabis use is increasingly complex, especially given the shifting dynamics of illicit and medicinal cannabis.
Cannabis poses a genuine safety risk in the workplace. Its effects—including impaired concentration, balance, coordination, drowsiness, and altered perception—can increase the likelihood of accidents, errors, or inappropriate behaviours. In some cases, higher doses or prolonged use may result in hallucinations, anxiety, or paranoia, further compounding safety concerns.
